Latino Food Truck Association
The Latino Food Truck Association is a nonprofit organization founded by Frank Francisco Rosario, Damaso Rodriguez, Edward Bonilla, and Enerolisa Feliz Rojas. We are dedicated to empowering Latino food truck entrepreneurs through advocacy, education, and community support. Our mission is to eliminate systemic barriers, promote cultural pride, and expand economic opportunities for Latino-owned food trucks across Philadelphia. We are committed to ensuring our members operate responsibly, remain compliant with regulations, and contribute to safe, vibrant neighborhoods. While recent enforcement actions have caused unnecessary harm to hardworking vendors, we continue to advocate for collaborative solutions. Our goals include strengthening compliance education, expanding community engagement, and establishing a Food Truck Park—a cultural hub that celebrates Latino heritage, drives economic empowerment, and helps position Philadelphia as a premier culinary destination. Together, we are building a safer, stronger, and more inclusive 7th District.

Advocacy
At the Latino Food Truck Association, we champion the voices of Latino mobile food entrepreneurs. We advocate for fair regulations, equitable access to city permits, and economic opportunities that support our members' growth. By building strong relationships with policymakers and community leaders, we work to ensure that Latino-owned food trucks are recognized, respected, and empowered to thrive in every neighborhood they serve.
The Latino Food Truck Association is a powerful voice for Latino mobile food vendors. We take action to break down barriers—fighting for fair permitting processes, equitable access to public spaces, and inclusive economic policies. By mobilizing our community, engaging with local governments, and pushing for meaningful reform, we’re not just serving food—we’re shaping a future where Latino food entrepreneurs thrive and lead.
The Latino Food Truck Association is actively advocating against proposed legislation that would force all food trucks to close operations in Philadelphia’s 7th District. This policy threatens the livelihoods of countless Latino-owned food businesses, cutting off vital revenue and silencing cultural voices in one of the city’s most vibrant communities. We are calling on city leaders to reconsider this harmful measure and work with us toward fair, inclusive solutions that support—not shut down—our hardworking entrepreneurs.

The Latino Food Truck Association, founded on March 30, 2025, is a nonprofit organization created by Frank Francisco Rosario, Damaso Rodriguez, Edward Bonilla, and Enerolisa Feliz Rojas to uplift and empower Latino food truck entrepreneurs across Philadelphia. Our mission is rooted in advocacy, education, and community support, aimed at eliminating systemic barriers and creating equitable opportunities for Latino-owned mobile food businesses.

As a founding member of the Latino Food Truck Association, Frank leads with integrity, cultural pride, and a passion for economic justice. With firsthand experience as a food vendor, he understands the challenges facing street-level entrepreneurs and works tirelessly to ensure that Latino food truck owners are respected, protected, and empowered.

Damaso Rodriguez is a respected leader and entrepreneur from Philadelphia with deep roots in the Latino food vendor community. As a co-founder of the Latino Food Truck Association, he brings firsthand experience navigating the mobile food industry and a tireless commitment to fairness and opportunity. Known for his advocacy and leadership, Damaso is driven to protect the rights of vendors, expand access to resources, and help build a stronger, more inclusive food economy in the city he proudly calls home.

Edward Bonilla is a dedicated food truck entrepreneur and community connector who helped launch the Latino Food Truck Association to unite and uplift local vendors. With years of street-level experience, Edward leads efforts to strengthen community engagement and amplify the stories of hardworking food truck owners. His mission is to make sure Latino vendors are seen, supported, and celebrated. -
ENEROLISA FELIZ ROJAS
INTERIM SECRETARY AND CO-FOUNDER
Enerolisa Feliz Rojas is a passionate food truck owner and cultural ambassador who brings organization, heart, and lived experience to the Latino Food Truck Association. As Interim Secretary, she ensures member voices are heard and helps shape policies that reflect the needs of real vendors on the ground. Her commitment to advocacy is rooted in her belief that food is a powerful tool for justice, community, and representation. -

Carlos Flores is a trusted food truck owner with a strong business sense and deep ties to Philadelphia’s Latino community. As Interim Treasurer of the Latino Food Truck Association, Carlos brings financial clarity and responsibility to the organization while advocating for better access to capital, licensing, and city resources for fellow vendors. -
JOSE LUIS REYNOSO
INTERIM DIRECTOR OF COMPLIANCE
Jose Luis Reynoso is a longtime food vendor known for his commitment to doing things the right way. As Interim Director of Compliance, he works to help fellow vendors understand and meet city regulations while pushing for clearer, fairer enforcement. Jose Luis believes education and communication are key to both safety and success in the mobile food industry. -
